It is the opposite: a structural attribute that fascism inevitably acquires as it hardens, as reliable a diagnostic as any. A regime that runs on hatred needs a personified internal enemy, and when the convenient enemies are used up it reaches for the oldest Other — a hatred that needs no real object at all.
